There was also a VPS service that I worked with in the past that wouldn't
come back up properly if the user intiated a reboot. You had to contact
their support if you needed to shutdown the system as they had to be the
ones to turn it back on. This included some aspects of taking up and down
services (in our case the networking aspect)
You may want to contact them directly and see if they have a similar
requirement. If I remember correctly that company was called John's Servers
or something similar.
