Right, but this is the difference between when *you* have time to
deal with interviewing people, paying attention to what the person is
capable of with respect to what you need, and when you have someone else
(HRC) who only knows the company needs a, b, and c.

Depending on the size of the company, corporate culture, and any
other influences, a potential candidate could be tossed into the outbox
before due consideration is given -- like for not having a college
education, or only having 3 years of <foo> (and understanding it well),
instead of the required 5 years. That makes me mad. What makes me more
mad, is when the HRC stops communicating.

Also, I've noticed that in interviews I go to where I meet the
hiring managers or executive management, they are most interested in how I
fit into the company, what kind of experience I have, and how that can be
applied to the project or environment. When I meet with HRCs, they seem to
be most interested in how I don't fit into the company, and where my
skills are lacking. I've noticed that very few positions I've held have
involved an HRC.

YMMV. This is my 10th year as a UNIX sysadmin, and no, I don't see
many junior positions here in Pittsburgh.
