[wplug] laptop fan humming?

Hi,

I have a laptop, Dell Latitude C600, and for the past few weeks the
fan has been making a humming noise which is getting worse (and more
irritating). Also I'm worried that if the fan is not working properly
critical components may overheat. Also when I put my hand over the fan
exhaust I barely feel anything  whereas I'm almost sure that prior to
this the air force was noticeably greater. What should I do?
