Sorry for the bother. But the two cpus just worked!
The reason is kernel-smp#2.4.22-1.2115.ntpl is a bad
one. And I installed kernel-smp#2.4.20-8. After the
installation, kernel-smp#2.4.22-1.2115.ntpl works and
now I get two cpus by top
CPU states:  cpu    user    nice  system    irq 
softirq  iowait    idle
           total    5.8%    9.0%    3.0%   0.0%    
0.0%    0.0%  181.6%
           cpu00    2.3%    0.0%    0.5%   0.0%    
0.0%    0.0%   97.0%
           cpu01    3.5%    9.1%    2.5%   0.0%    
0.0%    0.0%   84.6%

Thans a lot for all the suggestions any way.
