[wplug-plan] IRC problem for #wplug

At the risk of flamebaiting (since I add to the noise something too), 
billings, this irc channel should be open to everyone who is interested for 
discussion relating to the group and general matters that adults may choose 
to discuss, that being said, anything offensive must not continue.  Several 
people (including myself) have said things (meant or otherwise) that others 
found inflammatory, and these objections must be dealt with.  If someone 
simply will not behave, do as thou must.
