In my opinion, you should be ruthless. Those that degrade the channel 
should be removed. While wplug is open to anyone of any age, it is 
implicit and possibly should be explicit, that each individual will not 
disrupt anyone else's activity. At the risk of being accused of 
flamebaiting, I would quote a religious tenet here: 'An it harm none, do 
what thou will'. There are various individuals on #wplug who do nothing 
but lower the signal:noise ratio consistently and I would prefer it if 
they would not. Whether the solution is to ban them or to attempt to 
create a more formal set of rules/guidelines for the channel and then 
ban them, I don't know.
