Full Service Network (http://www.fullservicenetwork.com/) offers DSL service 
at the same rates and price ($19.99 for 768/128 service) - you can see these 
offerings at http://www.pittsburghvoice.com/bb.php, though they may require 
other terms, such as using their VoIP service.  Give them a call, find out.

I've worked with some of the people there, and they are pretty 
knowledgeable, though w.r.t. BAS' comment, I don't know of their expertise 
regarding IPv6.
