The dark fiber itself is relatively cheap, but the equipment you need
to light it isn't.  CCAC has an OC-192 (~10Gig) dark fiber ring
connecting the campuses and college office, and even with significant
Cisco discounts it was costly to implement.  It's a long term
investment for sure.
