The FCC probably won't be interested, unless you
happen to be making life difficult for another TLA, in
which case it's the old "Why won't sharks eat swimming
bureaucrats? A: professional courtesy." routine. But
in real life, if you jam your neighbor, your neighbor
will retaliate. See "Prisoner's Dilemma." After that,
the two of you have a tete-a-tete and work out a
compromise and share the spectrum equitably, or you
both suffer degraded performance. 

I believe the point of the article was not "how to jam
your neighbor" but "beware of products which deliver
performance at the expense of ruining the
neighborhood."
