Not sure if you are using X or not, but I know the GDM has these
features available.  It beeps when ready to accept input, then can play
a sound based on if login was sucessful or not.  

If you are not using X (well, even if you are...) maybe Qingy
(http://qingy.sourceforge.net/) will do the trick for you.  Not real
familiar with it, but it is basically a supped-up getty.
