Actually, Debian _does_ tie it to runlevel.   It's just that it's configured 
by default to do it at _every_ runlevel.
It doesn't do it through /etc/inittab like other distributions.  But if you 
want to turn off gdm for a particular runlevel, go to /etc/rc2.d (for runlevel 
2; replace 2 with the appropriate number for other levels) and rename the gdm 
file there to something starting with K.
