That could be any number of modules that aren't loaded or are FUBAR:

usbcore               108508  9 usb-storage,uehci-hcd,uhci-hcd
scsi_mod              121904  4 usb-storage,sg,sd_mod,sr_mod
usb-storage            78916  0
sd_mod                 18976  0

That's assuming one USB mass storage interface.  There are actually a
few such interfaces, don't forget: "....SCSI, 8020i (ATAPI), 8070i 
(ATAPI), QIC157 (ATAPI), RBC (subset of SCSI), and UFI (USB Floppy). 
.... protocols Bulk-Only, CBI, and CBI-with-CCI...."

Knowing what distro you're running would help.  Each uses a different
variety of magic to get modules loaded/unloaded during events.
