[wplug] Document Generation from source

Sometime in January Dan Nawrocki assaulted the keyboard and produced:

I did this a while ago in perl. There are pod converters which will convert
pod to latex, text, man and html. In debian they come with perl:

 # pod2{latex|text|man|html}
