	Setting your clock to UTC is telling the OS that the BIOS clock
it tied to GMT - you then need to provide an offset for local time in
"user space"  (e.g. GMT-5 = EST).  If you're setting up NTP just tie
your system to one of the various clocks available (like the
aforementioned clock.redhat.com)  UTC is really only handy when your
server is becoming the epicenter for network time on a global scale
(there's likely other reasons too, but I have not fooled much with being
a time source)
