Hey, that's not a bad idea at all: Force people to forego formal computer 
training before using one of 'em beasts on their own.

Certainly worth it from a cost-benefit perspective (cost of training vs 
benefit of less worms, spam, social engineering, flawed operation etc etc).

Society currently doesn't give someone with no driving skills a car, so why 
should it give someone with no computer skills a computer with internet 
connectivity?
