I am just hazarding a wild guess here, but...

My cell phone acts as a modem when I attach it through the USB cable.  
Perhaps the cell modem you've got identifies itself the same way a phone 
with a USB cable does, and the drivers for that modem are somehow attached 
to USB modules?
