[wplug] by-laws info

Frederick, MD 210 miles from Highland Park where I used to live. I used
to enjoy the GUM's but installfests were the best. We have a
lug here. It is called BRALE for Blue Ridge Area Linux Euthusiasts, 
but I have heard that some people have mistaken it for a group for the
blind.
