[wplug] by-laws info

Thrown out to everyone. Where are you?
I am in Wheeling, West Virginia 100km/55mi
from Pittsburgh and I hope to make a GUM
sometime, as soon as I get a ride promised me
in spring. There are no linux groups down here.
Linux is like some strange religion to some folks.
