You are probably OK going with the default on this. Locales are for
localization, so if you're going to be reading French text for e.g.
you can see things like é and à correctly. At any rate, you should not
worry too much about this since you can reconfigure the locales
package later using the dpkg-reconfigure command.

Some more details from /usr/share/doc/locales/ on a running Debian
system:
