[wplug-plan] CRW Wiki page

I just finished a page on the WPLUG wiki for CRW. It's got everything we
should need to get started:

We'll be creating a reform package each month that will be formally
presented at the following month's GUM. This month's reform package will
focus on bylaw changes. If you want to suggest an idea, please post it on
the wiki page under "Reform Package 1 Ideas" so we can keep everything nice
and organized. Follow the formatting used in Pat's two ideas.

I've tentatively scheduled our first meeting for this Saturday @ 2:00 p.m.
in the WPLUG IRC channel. We'll be voting on Pat's ideas as well as any
others that people want to present.
