[wplug-plan] meeting place

At the last meeting it was mentioned that so far no venue has been set 
for the next meeting and that we are being charged for the library room 
since we bring in food.  I've spoken to people here and I am able to 
reserve space for our next meeting (and recurring meetings) in NSH in 
either the most recent meeting spot or in the older, larger room that 
had more space and a refrigerator that was accessible for cold things.
