[wplug-plan] Should there be a wplug-job board?

I'm all for a wplug-job[s] board.  There was some question about whether
it should be moderated or not.  My own half-baked opinion is that it
should be like the other boards - subscribers can post, non-subscribers
get put into the moderation queue.
