[wplug-plan] IRC problem for #wplug

I've received 3 complaints through private messages, and seen several 
public complaints about someone who has been hanging out in the IRC 
channel #wplug.  I'd like to ask the planning group about what kind of 
actions I should take to remedy the situation.  I've tried asking him 
to behave but it hasn't worked since two of these complaints came after 
that discussion.

It's easy for me to simply put his IP address in my irc client's 
/ignore list, but I think he's bothering many people and lowering the 
quality of the channel.  I have the ability to kick and ban people from 
the channel since I'm nominally the operator for #wplug, but I don't 
want to dictate policy.
