[wplug-board] Administrative clean up

As we have discussed in previous board meetings, two serious
administrative issues which need to be straightened out are the
bylaws text and the membership rolls.

I have gone through the history and nailed down three amendments
to the bylaws which have been adopted by the membership.  Two
of these were approved at the October 21, 2006 meeting

and one was approved (I think) at the March 10, 2007 meeting
<http://www.wplug.org/w/images/2/2f/2007_03_WPLUG_Ballot.pdf>.

My notes from this time period explicitly indicate that the
October 2006 amendments were adopted; I do not have notes
regarding the March 2007 amendment, but my recollection is that it
was adopted as well.  If anyone has documentary evidence or memory
for or against, please speak up.

shows the effect of all three amendments.  If anyone is aware of
additional amendments, please let me know.

It should be noted that the new section 3.2 automatically expires
members one year after the reception of their application.  It is
therefore critically important for us to review the membership
records to determine exactly who is and is not a member.  This
should be followed by notification to those whose membership has
lapsed or is within 91 days of lapsing so they can renew.
