[wplug-board] PROPOSAL: Move penguin.wplug.org to RedHat 7.2

Upon passage of this proposal, we shall migrate the penguin.wplug.org 
server from Debian 2.2 to RedHat 7.2. This shall be done as soon as is 
possible, preserving as much data as possible. The migration shall be 
overseen by Rob Dale and assisted by anyone who he deems necessary.

This proposal shall be voted on by passive affirmation unless otherwise 
requested. The voting period shall end on Friday, April 19 2002.
