This might not really be what you're looking for, but there are several
tiling window managers available for Linux, which tend to emphasize use
of the keyboard over the mouse.

In particular, ratpoison supposedly doesn't respond to the mouse at all.

Haven't used any of these myself, so can't give any recommendations.
