Also, I found this one that actually looks pretty good:

This is still in development, but it looks like it could become exactly 
what I want, as it matures.  It is targeted specifically for web 
development.  It's an Adobe thing, but it actually is open source.  The 
editor itself is written in HTML5, CSS, and JavaScript, which is 
interesting.
