There is another tool which uses the rsync algorithm to detect
changes, but maintains a history so you can restore from a
particular point in time.  It's called duplicity
<http://duplicity.nongnu.org/>.

Keep in mind that if you are backing up something like a database,
you'll need to take special measures to ensure the file is in a
consistent state.
