As part of the signup you pick the phone number you want. Then you put
what all phones you wan't tied to it.

For incoming, it acts like a virtual phone and just routes based on the
schedule you want. You can SMS and do US calling for free.

For outgoing - You initiate a call by using the web or a client for a cell
phone. It calls your number and then when you pick up, it dials the other
party. That way the call is free from long distance (local incoming) and
appears on the caller ID as your proper GV number.
