I've had an unlocked T-Mo G1 on ATT for a few months now.   It is linux
based, but not as open as I would like.

There is a huge developer community behind it however.  With a custom rom
you can even have root access.  Yes I can ssh to my home network from my
cell.  :)

The only downside is T-Mo's 3G frequencies are different than ATT, so you'll
have edge at best.  But the phone does also do 802.11b/g wireless that helps
make up for it.
