Allegheny County only has about a million people.  Its a terribly small
data sample :)

Leads to problems in finding qualified IT professionals, causes social
circles have relative high intersection rates (dating, etc.), and worst
of all: it leads to incessant whining about local taxes.

And _no_, the solution is not have more children :)
