[wplug] PC failing to power up

After cleanly shutting down my desktop PC, it now fails to turn on.
When I press the power button, the fans spin for a second or two, then
turn off again.  It doesn't get as far as a BIOS screen.  (It also
doesn't even spin the fans unless I first switch the AC off and then
on again.)

I don't think I'm overloading the power supply (it's run for many
months without problems).  Other than replacing the power supply
and/or motherboard, does anyone have any suggestions?
