[wplug] SNMP Manager

I'm surprised no one has mentioned zenoss. I evaluated it for a bit but
eventually abandoned it after I found it wouldn't compile nor run
correctly on Solaris 9, but from what I saw, it looked pretty good. All
python based as well, which is a plus in my book.
