One of the solutions we tried was to periodically arping the gateway, or
to manually arping the gateway when we knew the network interface was
down. This did not restore the connection.

FYI RFC/Common Practice:
If you can't ARP for a remote device, and net.inet4.ip.forwarding=1,
generate an ICMP host unreachable message back to the source.
E.g, gateway can't ARP for final destination or next-hop gateway as
defined by routing table.
