[wplug] GNU issues Tracking system

Heya Folks,
        I'm looking to set up an issue tracking system for a project
that I've been part of for many years, we've been using a"note"
system, emails and a forum to track bugs and other ideas, and we where
looking to upgrade. One of my coders said he liked Jira, but it is a
non free app, and this is a not for pay job, with no budget. So I am
trying to find a free alternative to work with here.
