That actually sounds about right.  There is a lot of overhead to factor in.

The rate (768) that they sell is what the line is actually trained up
at.  Then factor
in the ATM overhead of the DSL, the PPPoE overhead (if they are still
doing that), the TCP overhead going out to the speed test site.

Plus, your at the mercy of the internet to carry your traffic to the
speed test site.  :)
