A lot of people might be able to use the internet behind a NAT,
particularly since most people are already using a firewall/router
with NAT anyway.

However, there are issues.  Some services are broken by being behind a
NAT.  You have no control over port forwarding if Verizon is in charge
of the NAT, so you can't forward ports if you need them.  You're no
longer really on the internet anymore, not in the traditional sense.

I understand why an ISP might do this.  Security.  Limited IP space.
Control.  

I can only hope that ipv6 changes this and people can have real
internet connections again.  I'm probably hopelessly optimistic.
