I seem to recall that with some DSL or Cable providers, you'll get a
private IP when you first turn on the service, so you can sign up for
an email account and download all their bloatware that changes the IE
default home page and installs a bunch of "marketing" toolbars.

Maybe your modem somehow was switched to that network?  THey probably
have a very low QoS for those packets.
