Laying the fiber is the expense, not the fiber itself - so they normally
lay 6 to 8 strands in each cable. One or 2 are live; the rest are
maintenance spares, or "Dark", fibers. They can be brought up if needed,
and as needed - but offer a tremendous potential in increased thruput.

What is "dark fiber"? Sounds ominous. Resist the Dark side of the fiber ;-)
