Are you running the Cygwin SSHD service on the w2k system?  Also, do you 
have port 22 open on the w2k server?  I doubt there is anything you need 
to do with Ubuntu, since most default firewall configurations have no 
restrictions on outgoing connections.  This is a problem with the 
windows box.
