I've had good luck with refurbished laptops from discountpc.net 
(http://www.discountpc.net).

Bought two refurbished laptops (Compaq & Toshiba) w/o OS in US$350.00 range.

They were both off of corporate lease (based on some of the stickers 
left on them).
