[wplug] Newbie doing first compile

I am trying run compile on a small program using Terminal on a PowerPC with
10.4

I am getting the complaint that there is no compiler on my system
> ./configure --prefix=$HOME/Units174
> creating cache ./config.cache
> checking for gcc... no
> checking for cc... no
> configure: error: no acceptable cc found in $PATH

How do I place the compiler (gcc 3.3) in the path?
