[wplug] TZ on Penguin

Hello,

I've got a question about Penguin.wplug.org.  I moderate one of the wplug
mailing lists, and I get a message everyday at 8:00 sharp with pending
moderator business.   Mostly just "clean out the spam trap" stuff.

Anyway, I just got the message at 9:00, which I suspect indicates that
Penguin has the old daylight savings time information, and needs to be
updated.

So the question is, is this useful information to anyone?
