They will do something very similar in reporting errors
but what do and how they how do it are very different.

The memtest86 program is a "standalone program" running
test patterns in memory while nothing else (OS and
applications) runs.

The "mcelog" records errors that occur while running
the OS and applications. As far as I know, it does
not run test patterns or test any instructions while
the OS is running (an interesting subject in its own
right.)
