console is part of the Andrew User Interface System (a/k/a Andrew Toolkit, 
a/k/a ATK).  It is open-source, you can get the sources here:

http://www.cs.cmu.edu/~AUIS

It looks like the last time the sources were touched was in February 1997, 
it may be challenging to get this to build on a recent operating system...
