I've resigned myself to the fact that if I want to run servers (I'm not
even talking web or mail, I run a KDC, LDAP server, Oracle Access
Manager, Shibboleth, and some custom stuff), I am going to be stuck
paying for a business account. Generally if you want a static ip, you
are in the same boat. 

I currently have Comcast business Internet, and have had Verizon
business DSL in the past. I verified yesterday that Verizon has no
problem selling business FiOS to residential customers, so that is
probably where I am going to. 

No matter what though, if you want static ip addresses and servers with
decent speed, you are going to pay $50-$100 (be it Speakeasy, Verizon,
Comcast, etc).
