The thing about ISPs not permitting running servers on their residential
service offerings is pretty standard among many ISPs.
When I had my DSL service installed by Computer Comfort back in the last
millennium, the technician blithely handed me this contract to sign when he
showed up. I scratched out about half of it and in subsequent negotiations,
I learned that the ISPs main concern that I was not reselling the bandwidth
and becoming an ISP in my own neighborhood. This made sense to me since if
I resold the bandwidth to five neighbors, I would be using six times the
amount of bandwidth they expected to supply, not to mention depriving them
of five more potential clients. My ISP had no problem with me hosting a web
site on my DSL line, which I have done much of the time. I also run my
secondary DNS server there.
