Applications, such as a window manager, or note taking application 
(Tomboy) bind global keys, desktop environments do not.  Every 
keybinding that GNOME uses is tracked to a program (same applies for 
KDE, XFCE, etc).  In this case, if you're switching desktops it is the 
window managers fault.  In theory I guess it could be some desktop 
sublayer grabbing it and passing a message to FVWM95 to switch windows, 
but let's face it, FVWM95 just isn't that advanced.  You still need to 
kill -HUP it to change settings.  Ouch.

Check out your $HOME/.fvwm95rc for configuration options.
