There are DSL Modems that are also routers, but a DSL modem is *really* 
a modem, in that it MODulates and DEModulates the signal over the phone 
line to and from a digital stream.  Unlike a normal dialup modem, the 
DSL modem uses a frequency range that is far outside of the range of 
human hearing, and won't interfere with normal voice services.

That's why you often need a filter, because now you've got two services 
using the same medium.  You'll want to put the filter on every 
non-DSL-modem device, leaving the DSL modem unfiltered.
