Yes if you have the business account, but if you have the residential
you can not get a static IP, but my IP has pretty much been the same one
since I got the Comcast account almost 2 years ago.  And officially you
can not have a commercial server running (I am not sure how that goes
for personal sites, I have read online some saying they done it no
problems, and others say when they did it they had their service cut
with out warning, but this is just stuff I read online so take it with a
large grain of salt)

Can one get a static IP from Comcast?  Any restrictions on how you use
it, say you have your own webserver at home.  I am currently using DSL
from Telerama and I get two static IPs.

I concur with everything Chris said. I switched from Speakeasy to
Comcast three months ago.

Speakeasy (with phone) basically ended up costing the same as Comcast
(with phone and cable TV).
